Creating an object package and then searching the package based term exclusion is the workaround recommendation that was given to us as well.  Very important though is to narrow down the search results by including “ThesXref type".

Explanation given to us regarding why the "Equal to" or "Contains" works but the  “Not equal to” doesn’t for Terms is how Terms are linked in TMS.  

Agreed that hopefully finding a way to enhance searching so that terms can be excluded is a functionality that would be very beneficial.
