We have a Word Document with General instructions that we added as Plug-in to TMS. Those General Instructions only give an overview of the relevant topics, the individual instructions for each collection/Plug-in/... are saved in individual word files. The link to those files is embedded in the General Instructions. I attached an (unfinished) version of the General Instructions for illustration. 
Whenever we update instructions the link in the General Instructions document remains the same. At the same time people have an overview of all relevant instructions and direct access without having to search in shared drives.
