I like this argument  You wouldn’t put the paper records into the IT department. The database is just a different format of the same information and plan to use it!

Your question assumes the TMS manager is not the registrar/curator/collections manager! I think in most institutions the computer database manager wears many hats.

 

But I would think the database manager should report to the registration department with close ties to IT. The program is very specific to the departments who use it. And you wouldn’t want the TMS manager to be pulled to other IT projects which would most likely happen if they reported to that department. Also, the database is just digital collections records which would fall squarely into the registration department. You wouldn’t put the paper records into the IT department. The database is just a different format of the same information.
