Error during command authentication.

Error - unable to initiate communication with LISTSERV (errno=111). The server is probably not started. LISTSERV - TMSUSERS Archives - SI-LISTSERV.SI.EDU

I want to add "Credit Line" to my default list in LV Designer for the
Objects module. I have a note in my very own chicken scratch that this
is done in Database Configuration....but where?
