Great question!  A bunch of us at Smithsonian had a training with Dimitry from GS today and asked the same thing.  There is not a sub-folder function at the time.

As for the folder order,  I believe it relies on alphabetical order.

Subject: Object package folders
Hi everyone,

We’re looking into ways of organizing our object packages and hoping we can better utilize folders in the package manager.  Does anyone know if there is a way to create a folder inside of another folder?  For example, can we create a folder in the public folder for gallery rotation lists?  I can’t see a way of doing it from the package manager so I’m wondering if there’s a configuration setting that I’m not seeing.  Also, within the object package manager, is there a way to change the order of the folders?
