Hi Marty,
I agree with what Sarah said. And for the most part, any image is better
than no image. I usually separate images into 2 categories in a DAM system
to differentiate between High Res Collection Photography and reference
image (snapshots) taken by the registrars for exactly the same reason as
Sarah states. Adding a disclaimer "Not for Reproduction / Reference Image
Only" to the reference images on a website (or in TMS or in a DAMS) is the
best way to allow the public to differentiate between the two sets of
images. It also helps staff  who are searching for images know that the
images available are not publication quality before they ask to use them.
