It is useful for institution that have departments that may manage objects for other departments; for instance, the Asian Art dept has a Tibetan manuscript. However, this object may be managed by the Manuscripts dept because they have better expertise with the care and management of manuscripts. So while the object might be assigned the Manuscripts dept - they are not accountable for it. This field is special in that your administrator can configure the default value on this field for new object records.
