I don't think there is any functional security that makes that menu option
unavailable to certain user groups. If you have permission to add a record,
then you have the ability to change the number (albeit, those functions are
somewhat "hidden-in-plain-sight" by virtue of being menu options.

We faced a similar issue with people copying exhibition records. I cannot
keep them from doing it, but with the help of Gallery Systems, I was able
to change the menu label:

If you go the route of changing the menu label, remember to change it for
the two variations of English (just be on the safe side).
