Custom Actions is a proprietary framework in TMS to support custom solutions developed by Gallery Systems to meet an individual client's specific needs.
GS is not forthcoming with how custom actions work so that you can leverage the framework to develop your own solutions.
If you have something in Custom Action Security, it's because you paid for a custom component from GS. I usually remove the link to it from the Start Menu, so as to not confuse users.
