Thank you very much for your response. It is great to hear that such a simple solution produced successful results! I heard from another conservator that she used a similar treatment on a suction disk to minimize over cleaning areas adjacent to foxing stains.

I successfully lightened foxing stains on silk with a 10% citric acid solution, followed by deionized water.  It had a tendency to over-clean the area, so precise control was necessary.  Good luck on your project!
