In the interim, while you work out a solution or if you don’t want to
obliterate values you used to use, I've seen many institutions put zz in
front of the values they don't want users to select for new entries so that
they sort to the bottom of the list. Reports that include this authority
may also need adjustment and could include a formula to strip off the zz
prefixes.
